Same here. This means it's a corrupted download and you'll notice the size is less than the 4.xx MB complete file.

I was getting that error downloading it from FireFox. Use IE or Chrome, but there seems to be different issue w/ the download being corrupt. It doesn't download the complete file so it won't install a ...

I'm having the same issue. I got it to download ~2mb but it's still not complete as the install fails due to missing files.
