Question about banning/kicking people.

I see on the main page that we are not able to create sub rooms at this time, but I still noticed a ban and kick on the user screen. What do these do if they are hit? No I did not hit them, but I am wondering if someone did it by accident, if it would ban that person until someone in TX unlocked it. I looked through the FAQ and did not see anything about it. Thanks,
