cheater on Halo2--->Ban him?

I,
few month ago i've wanted to play halo2 but i often meet a cheater and he really sucks because the game become boring with someone who can jump higher than everybody,who kills with one bullet,who goes faster than a ghost,who can make fly the ghost....

does someone know if it's possible to ban this guy?(i don't know his identifiant but on halo 2 he is Sylvioberlusconi)
