Alright, this issue won't go away.
I'm running Windows 7 Ultimate 32-bit and have the lastest version of Xlink Kai.
I've read a handful of fixes for the problem I'm having but none of them seem to work.
One fix is to run Kai as administrator and set compatibility mode to Windows XP Service Pack 2, however...

The compatibility option is greyed out.
When I run Kai, the splash window appears and is immediately followed by this screen:

I'd post my diagnostics but Kai won't even open because of this.

I had the exact same problem the only thing that worked for me was this http://teamxlink.co.uk/forum/viewtopic.php?t=32242&sid=b34ceb5004ff4c034877884db6ed8a97 the reason for the problem was that i was running open http proxies. Even when i turned the http proxy connection off kai still complained not even a reboot helped. Tried everything nothing helped except the link. It seems like Kai and elite proxys (L1) and TOR dont like each other. Good luck.

I tried the link twice before posting this thread, it didn't help.
As far as I know I'm not running through a proxy either, unless you're referring to something else altogether.

Your Xlink config says:

Its a Japanese IP

How about removing the ip and set it to ! and the port to 0 in your config file and try to start kai.

And just to be on the safe side i would run "malware bytes anti malware" or "super antispyware" to check if your system has some unwanted software.

Oh wow, haha.
I removed the Japanese IP stuff, now when I load it you see the splash screen for 1/10th of a second and it disappears.
If Firefox is closed it will open it automatically but it doesn't load anything Kai-related.
I assume this is a step in the right direction?

Scan your PC for malicious software with the programs mentioned in my previous post, to make sure non of this causes trouble with kai. Have you tried to start kai so it opens the KaiUI not the webbrowserUI ? Just put it like this in your config.
