So I just set this up yesterday to play Socom on my Ps2. Here's the form:

Is your network reachable? yes
Are you using a router? yes
Did you set a static IP on the PC running Kai? yes
Did you forward port 30000 to the static IP? yes
Did you click the globe after forwarding to see if your network goes reachable? yes
What console are you using? PS2
Is your console being detected? Yes
Brief description of your network setup: Time warner cable motorola modem connected wirelessly to my computer which is wired to my PS2
Model numbers of the router, and modem? SBG6580 motorola router/modem from time warner cable
Do you use a software firewall? What brand? Have you made any changes to it? Just the default Win 7 stuff
Operating System? Win 7
Problem description? I can see games on the Socom 2 lan connection from the "arena" im in, but when I go to join I get an error saying I cant connect. Anything that could be the problem when everything else seems to be working right?

Do this at your own risk im not responsible for losses or anything else you do with your socom 2 save data this is just a suggestion

It could be of pre-exsisting patch data located within the saved data. If you do not delete your patch data you will be incompatible with most rooms hosted on xlink.
