Is your network reachable? Yes
Are you using a router? Yes
Did you set a static IP on the PC running Kai? Yes
Did you forward port 30000 to the static IP? Yes
Did you click the globe after forwarding to see if your network goes reachable? Yes
What console are you using? Xbox 360 (Playing Halo 2)
Is your console being detected? Yes
Brief description of your network setup:
Model numbers of the router, and modem? Netgear WNR2000v3
Do you use a software firewall? What brand? Have you made any changes to it? No Firewall (I think)
Operating System? Windows 7
Problem description? I'm pretty sure I configured all my settings correctly but I still don't see Halo 2 servers when I go into Latin America and click Solo Retos. I join Private Servers from here or just sit in here and start Halo 2 and go to System link and nothing ever shows.

Not really very experienced in Xbox set-up but just so you are aware, that 360's require a Ping limit of less than 30ms to work? Also, in the Kai Config screen under your 'Network Adapter' dropdown, have you tried selecting any other values there other than the AutoDetect option? Maybe also try selecting the PSSDK option? No idea if this will help but as it seems you have port forwarded correctly (which is most people's problem) can only suggest messing round with some of you Kai Config options.
