Ok, so now days everyone runs all this antivirus and spyware blocker stuff. Well I had problems with a new install of Norton 2005. then i had an issue with CheckPoint VPN software i needed for my work. All this software was not allowing the XBMC UI to attach to the PC engine, and sometimes the SMB would not work as well.
I can only say this for XP, but if you boot your computer in safe mode using the F8 key at startup and launch with networking support, all the minimal drivers will be loaded when the OS launches. this will keep all your antivirus services and many other windows services not loaded. however you still can launch the kai engine once in safe mode. then try to use XBMC to attach. this will help you troubleshoot if software running on your pc is keeping the XBMC UI from attaching.
