I started a small clan with the group I usually play with... look for users prefixed with [JTF2]. We are not always hosting... but we are always fair and never cheat. Our members do not cheat, do not use tricks, do not pad kill counts by 'taking a knee' ever. If you d*do* see something suspect send a mail to JTF2Clan@gmail.com
Good upload speeds, but we are in western canada so your ping times might still suck.
BTW, cheating is getting so rampant on xlink that I found that most of my buds are thinking about leaving for XBL. I played today and found cheaters hosting games in about a third of the games I joined. So sad.
