It seems that it's so. Sappharad is the maker of this version.
However, when checking the gcdev forums, this is OLDER then ControlSim, so ControlSim whould be more advanced.
But it has source with it.
The source code and a binary have been included for anyone who wishes to play around with the program.

Yeah, that program is now nine months old. Sappharad wrote it to prove that online play is possible in non-online games. It sends 4 32-bit values and supports two players. It's more than I'd expect for just a couple of days' work, though.
The Control Simulator has been under development for a long time now.... and it supports 4 players (still untested though.... only done 2 player games so far), accepts commands for servers/tournament support, can send 8, 16, and 32-bit values, and can read and write using in-game pointers. |

Gotten GCOT or CS to work? (GCOT is Sappharad's program.)
In theory, CS should work fine - it does DHCP and ARP, and I recently implemented Ready/Not Ready (which updates every 2 seconds). I haven't tested anything yet because I'm in the process of trying to get it to save properly. |
