Is it possible to download content from xbox live and then transfer it to another xbox that doesn't have live so we can play on xlink?

Both xbox's are modded

No links here.

I suggest you look for yourself.

my question is- how is legally obtained software (through XBL, ofcourse) illegal to give instructions to transfer the saves?

It is possible, as long as it is not:
1:Premium content-XBLA games, MA objective package,ect
2:Xbox specific. Saves and info from some games (PSO being noteworthy) is signed for your specific xbox, and may not work right with other Xboxes.

Also, I forgot to mention, the content is saved in the game it is for (EX-MA is in the MA block with your campaign files).

Dude you hijacked this guys thread. But anyway if it wasnt xbox specific or premium content then you should be able to move it with a memory card. Please note that if the content is on the nonmodded xbox there is no way you will move that content if you cant do it using a memory card because that is the only method that the non modded xbox will recognize. The reason they said it was illegal was because they were talking about getting this content from a website not through your own box because that is not possible.
