No you don't. You need to work out your limit and host within those boundaries.

I'm in Australia and join many Canadian 14+ player Halo 2 games and experience no lag (obviously these guys have awesome upload bandwidth).

"OMFG Jimmy I just got my 14.4kbps modem! I'm gonna go host 16 players on Halo 2 now because I can!!!!"
