Are you using correct driver for your wifi adapter?
Have you changed PSPXLinkMode value in your wifi driver property to "Enable"?
In many cases, the driver for Windows XP only has PSPXLinkMode.
Even if you are using Windows Vista or Windows 7, you must install driver for Windows XP.

Have you ever tried the automatic private IP configuration?
In the case of an ad-hoc network connection between wifi adapter and PSP, Windows will automatically assign link local address 169.254.x.x.

There are some versions in TL-WN321G. But, I think that's compatible.

Do you know driver version of your TL-WN321G? In the case of my RT73, it's 1.3.5.0.

If your computer has built-in wireless device, try disable it in Device Manager.
If you are using firewall and/or security software, try disable it.

RT71 is wrong.
In the case of Ralink RT2571W wireless chipset, correct driver is rt73.sys. See screenshot below.

Where did you download current driver from?
My WiFiMAX (Model No. WL-685R) is same chip as your TL-WN321G. I'm using this driver and it works fine for me. I think it works fine for you too.
Code:
http://www.ralinktech.com/support.php?s=1
Ralink Part Number: USB (RT257x / RT2671 / RT520x)
Date: 08/24/2009
Version: 2K/XP:1.3.5.0, Vista:3.1.7.0, Win7:4.0.3.0
OS: Windows 2000, XP 32/64, Vista 32/64, Win7 32/64
Filename: IS_AP_STA_RT7x_D-1.3.5.0_VA-3.1.7.0_W7-4.0.3.0_RU-3.1.2.0_AU-3.0.3.0_082409_1.5.4.0_Free.exe
