RESOLVED
I wish I could better tell you what the problem was, but after going on to test with Team Xlink Moderator Sticky, the problem seemed to resolve itself.
The only difference I could find was that I first hosted a game instead of searching for one. This resolved the reachable query after a few seconds. I could then search and still be reachable.
I do not know if this is necessary to find a game given my setup (the not yet reachable status may resolve on its own if a hosted game were found), but it did resolve the reachable query for me.


EDIT 1
I believe I may have found the issue, but do not know the solution. The IP address going into my Xbox 360 is not the same as the IP address going into my PC, which I set to static and created the port forwarding for. What am I supposed to do? Do I need to port forward both IP addresses at the 30000 port? Is there something else I am missing entirely? Should I be running the two ethernet connections as a bridge at the static IP, or should I be running ICS?

I found a section in the Xlink Kai wiki that states:

if your Xbox is hooked up to your PC via a Cross-over cable. This is how your Xbox should be configured if your computers IP address is 192.168.1.1

Xbox IP: 192.168.1.2
Subnet: 255.255.255.0
Gateway: 192.168.1.1 ( Computers IP )


I followed the format above, changing the last numbers on my PC IP to create the Xbox IP, and then used the PC IP as the Gateway on the Xbox. The Xbox would not allow me to connect. When I set the Xbox back to automatic, it used a different IP address and Gateway and connected (but I still have the problem of being "Not Yet...Reachable"

Yes (including setting a static IP)
Did you click the globe after forwarding to see if your network goes reachable?
No
I assume this is referring to the link in the wiki to test the port. This link is no longer available so I used Portforward Network Utilities software and confirmed that the 30000 port was open on my PC.
What console are you using?
Xbox 360
Is your console being detected?
Yes
Brief description of your network setup:
VDSL2 gateway 3800HGV -> 3801HGV router -> TP-Link TL-PA4010 AV500 Powerline Adapter -> PC on-ASUS P8P67 LE B3 MoBo network adapter -> TP-LINK TG-3468 PCIe Network Adapter -> Xbox 360
Model numbers of the router, and modem?
VDSL2 gateway 3800HGV and 3801HGV router (both from ATT Uverse)

I know that Quick Start Guide says

However, I have an open 30000 port as confirmed by the Portforward Network Utilities Software, which also confirmed that Xlink Kai is using the 30000 port. I also allowed internet sharing connection (ICS) in case that was the issue, but that still results in the same problem.

The only thing left that I can think of is the built in Windows Firewall software. Does this affect Xlink Kai? Is their a way to set an exception for Xlink Kai?
