i couldn't get xlink kai working with that latest version so i installed 7.4.26. i got an error at first that said "No network interfaces found" i fixed that error but now it shows the splash screen than crashes

try reinstalling the latest version of WinPcap from the official website https://www.winpcap.org/

when i try typing http://127.0.0.1:34522/ into the address bar it says refused to connect

Is the engine running? If it's crashing on start up, try reinstalling WinPcap first from the official website, in case of a corrupted installation. Windows XP is no longer officially supported but that build you are using is compatible.
